NCCCO to Remove Physical (medical) evaluation Requirement

Effective January 1, 2020, the National Commission for the Certification of Crane Operators (NCCCO) will no longer mandate a physical or medical evaluation for crane operator certification candidates. This change does not impact the written and practical exams, which remain essential components of the certification process.

Previously, candidates were required to confirm their adherence to the physical standards outlined in ASME B30 throughout their certification period. These standards included criteria such as adequate vision, hearing, and negative results on substance abuse tests, among other physical requirements.

“While this change does not diminish the importance of ensuring operators are physically qualified, it recognizes that physical evaluations are not aligned with the certification process,” explained NCCCO CEO Thom Sicklesteel. He emphasized that certifications are based on the type of crane operated, and physical requirements can vary significantly even within the same crane type.

According to ASME B30.5.3.1.1, employers have discretion over the physical qualifications of mobile crane operators, stipulating that operators must meet their physical standards unless it can be demonstrated that not meeting them will not affect crane operation.

As Sicklesteel noted, “Jobs involving cranes that frequently move or have higher cyclical work demands are typically more rigorous. Employers are responsible for qualifying their crane operators by assessing their ability to operate specific cranes and perform assigned tasks, taking into account any necessary accommodations. Ultimately, only employers can accurately gauge an individual’s capabilities.”

It is crucial to clarify that this modification in the NCCCO qualification process does not alter the requirements for the written or practical exams. The term “physical evaluation” caused some initial confusion, leading to misconceptions about changes to the practical exam. NCCCO continues to require both a written and practical exam for crane operator certification.
